Not without a good reason. Since 1 May 2026 you have to consider a written request to keep a pet and cannot refuse it unreasonably.
A reasonable refusal is something specific: a head lease that forbids pets, or an animal plainly unsuited to the property. A blanket no pets policy is not a reason.
You have to respond within the statutory timescale. If you do not, the request is treated as accepted, which is a quiet way to end up with a dog you did not agree to.
