No. There is no law in England requiring a landlord to have portable appliance testing done, annually or at all.
What the law does require is that any electrical appliance you supply is safe. That comes from the Electrical Equipment (Safety) Regulations and from your repairing obligations, and it applies from the first day of the tenancy onwards. How you satisfy it is left to you.
PAT testing is one way of showing you took it seriously. A visual check on each appliance, recorded with a date, is another, and for a kettle and a toaster it is usually proportionate. For anything older, anything with a frayed lead, or anything you inherited with the property, a test is the sensible call.
Two things change the answer. In Scotland, appliance safety checks in private lets are effectively required under the Repairing Standard, so if your property is there, treat it as a yes. And some councils make PAT testing a condition of an HMO licence, so check the licence rather than the general rule.
None of this is covered by your EICR. That report is about the fixed wiring in the building, not about anything with a plug on the end.
