Do I need a legionella certificate?

No. There is no such thing as a legionella certificate for a normal rented house or flat, whatever a company selling one tells you.

What you are expected to do is assess the risk and keep the water system in reasonable order. For most properties that means a simple written assessment you can do yourself, using the guidance on the Health and Safety Executive website.

The risk is real in large or complex systems, which is why the rules exist. In a two bedroom flat with a combi boiler it is usually a short document and some sensible housekeeping.
