You cannot require professional cleaning as a condition of the tenancy, but you can deduct from the deposit if the property comes back dirtier than it went out.
The Tenant Fees Act banned clauses obliging a tenant to pay for professional cleaning. What survives is the ordinary obligation to return the property in the same condition, allowing for fair wear and tear.
So the deduction has to be evidenced: the check in record, the check out record, and an invoice for work actually needed. A flat cleaning fee applied to everyone will not stand up.
In practice, a clean property at check in is what makes a cleaning deduction defensible at check out.
